Global financial crisis spills over China's labor market

BEIJING, Nov. 1 (Xinhua) -- In the space of a year, Yang Chanjuan's career plan has changed direction. A soon-to-graduate college student in economics, Yang is feeling her fortunes being buffeted by the financial crisis.

Yang was recently told by her schoolmates already working in the financial sector that their companies would cut staff, or there would no bonus this year. Amid the turmoil and full of uncertainty, a job in banking or securities company was no longer desirable to her. As a result, she decided to apply for a government job.

Yang's change in career plan came as the financial crisis is spreading around the world. As it is now beginning to hit the real economy, more and more people, not only those in banks, have lost their jobs.

International Labor Organization (ILO) estimated earlier that the financial crisis would cost 20 million jobs globally by the end of 2009. The ILO said the new projections could prove to be underestimates if the effects of the current economic turmoil are not quickly confronted and plans laid for the looming recession.

In the birthplace of the crisis, the United States, big companies from Goldman Sachs to Coca Cola, Motorola to Alcoa, have all announced their job cut plans. Economists believed the jobless total could increase by 200,000.

Back to China, unemployment now becomes a concern too. Although with 2-trillion U.S. dollars of foreign reserves, a budget surplus and a controlled capital market, China would suffer limited direct impact from the crisis. However, weakening demand from its major markets, North America and Europe, is now leading China's real economy in the export sectors into a tough situation.

In China's coastal areas, export enterprises are now struggling with soaring labor cost and fewer orders from foreign customers. Many toy factories in South China's Guangdong Province were shut from January to July this year.

Earlier last month, two big factories of a Hong Kong listed toy-maker were shut. As a result, 7,000 workers lost their jobs. Affected by the global financial crisis, the company was suspended from trading thus it faced severe shortage of current funds.

Statistics from the Ministry of Commerce showed that China's export suffered a growth slowdown in the first three quarters compared with the same period last year -- from 27.1 percent to 22.3 percent. The government said the gross domestic product (GDP)growth rate in the first three quarters this year slowed to 9.9 percent - a 2.3 percentage points fall compared with the same period last year.

"The greatest impact is on these labor-intensive, small and medium-sized export enterprises," said Wang Dewen, a labor economist from China Academy of Social Sciences.

These export-oriented enterprises that make China the world's workshop, are mainly small and medium-sized and vulnerable to market changes. These are China's major employers, absorbing 70 percent of the aggregate 20-million new jobs every year.

Wang said that the lower-end labor market, especially the migrant workers who are the biggest source of employees in the export enterprises, would suffer from unemployment. As the crisis is now just beginning to hit the real economy, the whole situation could be worse if there is no countermeasure.

The fear of unemployment is also hovering over other places. College students and white-collar workers are now worried about their future in the open market.

This year witnessed more than one million applicants for China’s yearly civil servant recruitment exam, 200,000 more than that of last year. Millions of visitors even caused a crash of the online application website on its first day of operation.

College graduates are always the biggest source for new civil servants in China. But this year many white-collar workers joined them.

"It is so unstable and full of uncertainty," said Sun Yan, an employee in a foreign-funded company in Qingdao, Shandong Province. Three years after graduation, she changed jobs three times and bought a one-million-yuan (146,000 U.S. dollars) apartment, to which a civil servant at her age cannot afford by himself.

Sun once viewed her instability in career as a motive for hard work, but now she was afraid of losing her job. After sober reflection, she decided to apply for a job in the government. She said many white-collar workers now thought civil servants were the best choice for the time being.

The competition in the exam will be much fiercer than before -- the average admission ratio of the exam rose from 1:60 last year to 1:78. The most popular post, a once neglected grassroots job with the China Disabled Persons Federation, has more than 4,500 applicants.

A recent China Youth Daily survey on website portal Netease.com shows around 86 percent of the 2,440 participants polled considered taking the exam. Only 8 percent said they had not thought of applying for civil servants' exam.

"If it was last year, I would not think of becoming a civil servant," said Yang Chanjuan, "If I get two offers from the government and a bank respectively, I will choose the former one -- it's more stable." Yang applied for a post in an economic planning body in the central government.

Hu Fengling, a professor at the University of International Relations, said at least 70 percent of the graduates in his university would take the exam. Some students in his university admitted that after the outbreak of financial crisis, career stability topped their concerns.

Yang's change coincided with a steep fall in China's stock market index -- from the peak of 6,000 October last year to around1,700 recently. In such a situation she could not she see good prospects in finance in the near future.

He Wei, director of graduate recruitment department of Zhaopin, Ltd., a leading HR service provider in China, said that as for the college students, financial, consulting and trading sectors could recruit fewer next year since employers had drawn up recruitment plans for this year and would make the plans for next year based on the current situations.

He said that as the crisis is continuing, impacts on other manufacturing industries would take time. However, some industries, such as automobiles and steel, recruited fewer graduates than the previous years.

Economists said as a falling foreign demand is a major reason for a slowdown of economic growth as well as the tough situation in the labor market, boosting domestic demand could keep a high growth rate and thus make more job opportunities.

Fortunately, a series of policies made by the government recently could stimulate more spending. Earlier last month the Communist Party of China (CPC) announced a plan allowing farmers to lease or transfer their land-use rights. It is believed that the measure would push consumption in the vast rural area of the country, and thus create more domestic demand and jobs.

Further, in a bid to raise rural incomes more rapidly, the government raised the minimum purchase prices of grains by up to 15 percent next year.

Infrastructure building is another way of boosting demand and employment. The government last week approved a two-trillion-yuan (292 billion U.S. dollars) plan for the construction of a series of railway projects. Officials with the Ministry of Railways estimated it would provide 1.5 million job opportunities. The plan will also fuel growth in industries such as iron and steel, cement and so on.

Zheng Xinli, a senior government policy advisor, said: "In 1997,we dealt with the Asian financial crisis by stimulating domestic economic growth by investing in the construction of highways. This time the money will go on improving the rail network."

Russia drafts plan to protect real economy from crisis

MOSCOW, Nov. 1 (Xinhua) -- The Russian government is drafting a plan to prevent its real economy from slowing down due to the global financial crisis, Itar-Tass news agency reported on Saturday.

The anti-crisis plan, initiated by Prime Minister Vladimir Putin, pledged to establish legal and regulatory basis and transparent procedures "for supporting the legitimate interests of investors and creditors and preventing bankruptcies."

It vowed to "step up the most effective forms" to help such industries as construction, machine building, the defense-industrial complex, the raw materials sector, retail trade and farming, Itar-Tass said.

The government will take measures to encourage exports and domestic consumption, offer preferential loans for production upgrade, as well as take customs and tariff protection measures for such industries as aircraft building and farming.

"Our enterprises must not be forced to suffer from exchange rate policies, and importers must not be allowed to enjoy advantages," Putin said, promising to "provide more tangible support" for small and medium-sized businesses.

The state-run banks may expand lending or offer preferential terms of leasing federal properties. Also, small and medium-sized businesses may be given greater access to participation in state contracts, Itar-Tass said.

Minister: Iran to cut oil sale to Total by 70,000 bpd

TEHRAN, Nov. 1 (Xinhua) -- Iran's Oil Minister Gholam-Hossein Nozari said Saturday that Iran will cut crude sale to France's Total company by 70,000 barrels per day, the official IRNA news agency reported.

"The cut comes on the heel of Iran's decision to slash its production by 199,000 bpd based on a newly specified OPEC (Organization of Petroleum Exporting Countries) quota," the report quoted Nozari as saying.

He referred to Total as one of the clients of the National Iranian Oil Company and maintained that other clients would be gradually notified of their share of reduction.

Without referring to the size of Total's oil purchase from Iran, he ruled out the trimming with the company's purchase to be politically motivated.

"Iran expected all OPEC members to lower their oil production according to the declared quota based on the decision made by the oil cartel last week," Nozari said on Friday, adding that "Until we are able to meet stability in the oil market and OPEC makes a new decision on the issue, the trend will continue."

He also said OPEC may hold another emergency meeting prior to the December meeting in Algeria if crude oil prices continue falling.

Iran, which holds estimated recoverable oil reserves of 138 billion barrels, produces 4.2 million barrels of oil per day.

At the emergency meeting in Vienna on Oct. 24, OPEC ministers agreed to reduce output by 1.5 million barrels a day to 27.3 million bpd from Nov. 1 in an attempt to prevent prices falling further.

Oil prices fell to below 65 U.S. dollars a barrel in New York on Friday as the prospect of a shrinking global economic growth and weakening energy demand weighed on the market.

Impact of global financial crisis not emerges in Panama

PANAMA CITY, Oct. 31 (Xinhua) -- The impact of the ongoing global financial crisis has not emerged in Panama, said Carmen Gisela Vergara, Panamanian minister of commerce and industry, on Friday.

Panama, one of the biggest financial centers in Latin America, has suffered less losses in the worldwide financial crisis due to its sufficient liquidity in the banking system, Vergara said in a trade forum held in Tokyo.

Panama's economy is based on regional financial services, which is different from any other countries in Latin America and the Caribbean region, the minister added.

The country's banking system becomes even more stable with the growth of local and foreign savings after the crisis broke out in the United States. However, Vergara also noted that the impact of the financial downturn is not clear yet as the country's economy is largely dependent on the United States.

Panamanian President Martin Torrijos said earlier that his country's banking system was ready to face the global financial crisis. The extension project of the Panama Canal was provided with a loan of 2.3billion U.S. dollars, showing the confidence of the international community in his country.

Panama has no central bank. The absence of foreign exchange risks and foreign currency control, tax-free bank savings, the free flow of remittance and low interests on bank loans have made this Latin American country one of the most important financial centers for international banking and commerce in the region.

Suicide attack kills 8 security men in Pakistan's tribal region

ISLAMABAD, Nov. 2 (Xinhua) -- At least eight security men were killed and several others were injured in a suicide attack near a check post in Pakistan's tribal region on Sunday, local television reported.

The blast occurred near a check post in Jandola, a town of South Waziristan tribal agency on the Afghan border, according to Geo TV channel.

Sources said that the blast rocked the entire area and was heard far and wide because of the intensity.

There is no further information about the incident, and no group claimed responsibility for the attack.

U.S. media reported that a court refused four years ago to accept the asylum application of Zeituni Onyango, 56, the half-sister of Obama's Kenyan father.

However, she has continued to live in a public housing complex in South Boston.

Onyango's refusal to leave the country would be an administrative violation, not a criminal matter, according to the reports.

The U.S. Immigration and Customs Enforcement spokeswoman Kelly Nantel declined to comment on the issue.

Democratic U.S. Rep. John Conyers of Michigan asked Homeland Security Secretary Michael Chertoff to investigate whether someone leaked the information to the media in an effort to damage Obama.

The Department of Homeland Security had no immediate response to the letter.

The Obama campaign did not indicate whether Obama has been in touch with his aunt, whom he described in his book "Dreams from My Father."

It is not clear when Onyango arrived in the United States.

She once told media that she travels back and forth between the United States and Kenya.

Federal records indicate Onyango contributed at least 65 U.S. dollars to Obama's campaign in July and September, in 5-dollar and25-dollar increments.

The Obama campaign said it has identified 265 dollars in contributions from Onyango, including those not yet reflected in federal filings, and plans to return the funds.

Rainfall, flood leaves 47 dead or missing in Vietnam

HANOI, Nov. 2 (Xinhua) -- Prolonged heavy rainfall and consequent flooding for three days in Vietnam have caused 47 people dead or missing in northern and central regions, Vietnam News Agency reported on Sunday.

In Hanoi, where the flood hit hardest, 17 people have been reported dead or missing. About 13,000 houses and nearly 100 schools have been inundated and 15,000 families evacuated. More than 50,000 hectares of crops have been flooded, the agency said.

Estimate from the National Center for Hydro-Meteorological Forecasting shows that the heavy rainfall is likely to continue in the coming two days.

The National Steering Committee for Storm and Flood Control has asked the authorities of affected areas to actively control flooding and dispatched missions to key areas in order to assist local people in overcoming the aftermath of the disaster.

Republican John McCain, meanwhile, spent Saturday in Virginia and then travel to Pennsylvania -- a state billed, despite an apparently sizeable Obama lead, as a must-win for the GOP ticket.

The candidates' running mates are joining the sprint with heavily freighted weekend schedules of their own.

Obama's running mate Joe Biden, will spend Saturday and Sunday in Indiana, Ohio and Florida, while Republican vice presidential candidate Sarah Palin was scheduled to target Florida, North Carolina, Virginia and Ohio.

McCain may be down in the polls, but neither his aggressive schedule nor the tone of his stump speeches admits any hint of defeat.

At a Saturday morning rally in the Virginia city of Newport News, where the latest CNN-Time poll has Obama ahead 53-44, McCain predicted a win, telling voters that the polls were swinging in his favor.

McCain will cap off the weekend in New Hampshire. While Obama is polling ahead in this state, it delivered McCain victories in both 2000 and 2008 primaries.

Last Friday's ABC News tracking poll had Obama with a nine-point lead over McCain.

Despite the polls and last-minute endorsements, Obama was taking nothing for granted and urging voters to continue to fight.

"We can't afford to slow down, or sit back, or let up for one day, one minute or one second in this last week. Not now. Not when so much is at stake. We have to go ahead and bring it home. We have got to go win this election," Obama said.

He told the accompanying provincial Party chief Zhao Leji and governor Yuan Chunqing that the basic situation of China's economic development was still fine amid the international financial tsunami and the world economy's slowdown.

Government at all levels and the public should have firm confidence and be revivified to strive, the President told local officials. And government should make more efforts to create domestic needs, especially the consuming needs.

It also should intensify the fundamental status of agriculture in the country's economy, improve the economic growth methods and deepen the opening up and reform policy, he said.

President Hu made the visit soon after the 17th CPC Central Committee ended its third Plenary Session which had announced favorable measures for farmers, a move to inspect local implementation by himself.

In visiting a village of Yulin, the President promised to local corn planters that the government would gradually increase subsidies to croppers and raise the minimum prices of crops purchased from farmers.

Hu Jintao told the farmers to fully trust the rural land policy, to lease their contracted farmland or transfer their land-use right, which was just adopted by the CPC's session.

The new policy was expected to boost the scale of operation for farm production and provide funds for farmers to start new businesses.

Hu Jintao stressed that the transfer of the land-use must accord with farmer's own will.

In another village Hu Jintao told livestock breeders to rely on science and technology to expand their business and increase incomes.

Yulin city is rich in coal and a major producing base of carbinol and coal products.

During his visit to a coal mine, President Hu urged workers and administrators to increase their productivity and give more attention to the safety of production.

In the neighboring coal-fired power plant, Hu Jintao said that building a power plant close to the mine could reduce transport costs and pollution.

He encouraged the plant's workers to make all-out efforts to produce more power to be transferred to the country's eastern part, making more contribution to relieving the power shortage.

President Hu also visited a carbinol company in the city, which produces the fuel substitute, by refining coal. He hoped the company could initiate more independent innovations and create more use for the coal to diversify the country's energy consumption.

In the outskirts of the city, which borders a desert on China's Loess Plateau, Hu inspected one of the four forest walls planted to break sand storms and prevent soil erosion.

Cross-Strait tourism show kicks off in Taipei

TAIPEI, Oct. 31 (Xinhua) -- A cross-Strait tourism exhibition was opened here on Friday, drawing tourist operators from both Taiwan and the Chinese mainland to showcase their products.

A total of 155 tourist agencies on the mainland attended the four-day event, who set up 255 exhibition zones in an effort to attract more Taiwan visitors.

At the show, the "post-Olympics tourism" and "World Expo tourism" became special promotion items.

"While visiting the Forbidden City and the Great Wall, Taiwan tourists now can also visit the Olympic venues like the 'Bird's nest' National Stadium and the 'Water Cube' Aquatic Center," said Jiang Yan, an official with the Beijing Tourism Association.

Shanghai, which will host the World Expo 2010, also tried to draw more Taiwan visitors by including nearby renowned attractions like Zhouzhuang and Wuzhen Towns into its promotion.

The exhibitors from both mainland and Taiwan also expressed hope for more facilitated visits to each other.

Zhang Quanyue, an official with the tourist bureau in eastern Zhejiang Province, said, "We hope the two sides can reach agreement on direct sea transport, which will make visits easier; tourist numbers will sure double in number."

ROME, Oct. 31 (Xinhua) -- Resolution 819 by Italian director Giacomo Battiato won the gold Marcus Aurelius award for best film voted by the public at the Rome Film Festival on Friday, with the critic's gold award going to Opium War by Afghan director Siddiq Barmak.

A political drama, Resolution 819 follows a UN Security Council detective searching for evidence of genocide carried out by Bosnian Serbs in Srebrenica in July 1995 during the Balkans Conflict.

Italian actress Donatella Finocchiaro picked up a silver Marcus Aurelius for best actress in Galantuomini, a film by Edoardo Winspeare focusing on a female crime boss from Puglia's Sacra Corona Unita mafia and set in the southern city of Lecce during the 1990s.

Ukranian actor Bohdan Stupka won silver for best actor in the black comedy Serce Na Dloni (A Warm Heart) by Polish director Krzysztof Zanussi.

Among other awards at the festival, lifetime achievement awards were handed to Hollywood legend Al Pacino and 1950s-1960s sex symbol Gina Lollobrigida.

According to organizers, during the 10 days festival, although the number of visitors to the festival venues was down 3.3 percent to 580,000 compared to last year, ticket sales for films were up 4.5 percent, while profits rose by 14.5 percent.

Let more share legacy of Olympic Games

BEIJING, Nov.1 -- Modern China's greatest party ended more than two months ago. And athletes like Usain Bolt and Michael Phelps are no longer top news in these times of financial turmoil.

But there are people, and many at that, who still want to see the grandeur of the venues of the Olympic Games, especially the Bird's Nest and the Water Cube, from within.

Such visitors once experienced more problems than pleasure in trying to enter the venues. They were made to negotiate hurdles even a Dayron Robles or a Liu Xiang would find difficult.

The Games was for the people, especially those who take pride in their country and love sports. That is why it is now heartening to know that people can get into the venues, as well as the Olympic Green, more easily.

Let's examine the sort of problems visitors once faced. They gathered around the Olympic Green during the National Day holidays, eager to get into at least one of the venues. But they could not buy tickets to the Water Cube because they were not being sold at the site. And, there were no signboards telling them where to buy one.

The more enthusiastic found that tickets could be bought at the Workers' Stadium. The information spread by word of mouth. But the Workers' Stadium is a full 40 minutes drive from the Water Cube. Some desperate ones still went to the stadium, only to be told that tickets had been sold out.

As a last resort, they turned to the touts, who demanded 50 or even 100 percent more for the tickets. There was another problem. Tickets to the Bird's Nest could be sold only in batches of 10 for individual visitors. Hence, many visitors had to form groups with strangers.

If you thought that was the end of it, you would be wrong. Beijing News reported that more than 200 visitors at a time had to queue up to go to a toilet at the Olympic Green on Oct 11. And a woman from Hubei province had to wait for 40 minutes.

Earlier, an official of the National Aquatics Center Co, which manages the Water Cube, explained that tickets had to be sold from another place during the National Day holidays because a maximum of only 3,000 people at a time could be allowed inside. And only 16,000 people a day could visit the venue where Phelps made history and Chinese divers swept almost all the gold medals on offer.

It is understandable and necessary that the number of visitors has to be set for safety reasons. But the way the authorities tried to tackle the problem was wrong. They did not have to turn away visitors without informing them where they could buy tickets.

One has to appreciate the enthusiasm of these people and their willingness to spend in these difficult times when most Chinese are reverting to their parents' philosophy of "a penny saved is a penny earned". Besides, many of them had traveled long distances to fulfill their dream of seeing the "magic places." A notice should have been enough to ensure the safety of the venues and tell the people to come back another time.

The ordeals endured by the visitors prompted the authorities to swing into action, and redress most of the grievances. Tickets for the Water Cube can now be bought on the spot. The current practice of not selling more than two tickets per person and giving each ticket a 45-minute slot balances safety needs and the convenience of visitors. What is more, the crowds inside the Water Cube have reportedly become more orderly, even though the number of visitors has been increased to 20,000 a day.

People can now buy single tickets to the Bird's Nest, too, and the daily number of visitors has been set at 80,000. And perhaps more importantly, as the Beijing Evening News reported last Thursday, 450 makeshift toilets and more dustbins have been installed at the Olympic Green.

All these steps show the authorities have listened to the complaints of the people aired through the press and the Internet. They prove, too, that even the most difficult problems can be solved if the authorities examine them carefully, and improve their management skills to better meet the needs of the people.

 there is no other option but to find harmonious solutions to people's problems if we are to ensure that they benefit from the legacy of what IOC President Jacques Rogge called a "truly exceptional Games".

As the financial crisis darkens clouds over the global economy and people start cutting their budgets, the problems venue authorities have to deal with should be viewed positively. They should not rest on their laurels (after solving most of the problems discussed above). Instead, they should try and improve services at the Olympic venues by providing more and a better variety of food and souvenirs, and holding more informative exhibitions showcasing the history of the venues and stories of the heroes.

Venue managers have to provide the best possible products and services. Otherwise, as the fever of the Beijing Games subsides, what they will be more likely to be worried about is how to attract visitors, not how to keep them away.

BEIJING, Oct. 31 -- No need for toil, trouble and eye of newt. You can look quite bewitching, drop-dead gorgeous, if you check out the skeletons already in your closet, advises Michelle Zhang.

A grinning skull and crossbones, once a morbid emblem of the goth counterculture, pirates and paleontologists, have become today's "smiley face."

The symbol of death, danger, poison and toxic waste - a reminder that all vanity turns to dust - has moved from the shades of questionable taste to the glittery fashion mainstream.

Skulls with gaping eye sockets and grim smile can be found on virtually anything nowadays - dresses, jackets, T-shirts, jewelry, handbags, scarves and so on.

While older generations might have a few reservations about decking themselves out in death's heads and regard it bad luck, young people in China dismiss that old-fashioned message. "It's so cool" is young people's response, if they ponder it at all.

"I've seen many Hollywood celebrities wearing skull scarves in the magazines or on the Internet," says shop owner "luxuryskymall" on Taobao.com, China's most popular online shopping site. "They all look super cool."

Her shop sells skull scarves of various colors and styles, priced between 48 yuan (US$7) and 220 yuan. The bestseller, a simple black-and-white skull scarf made of silk, priced at 99 yuan ?? more than 1,000 have been sold in three months.

According to "luxuryskymall," as Halloween is around, it's normal to sell 50 to 60 scarves in one day. "Anything with skull prints is popular these days," she says. "T-shirts, jeans, bags and shoes with skull and crossbones sell quickly on Taobao."

Liu Xiao, a 30-year-old Shanghai lady, bought a skull-bedecked hoodie last year in a boutique. "I like it very much," she says. "The cute, crystal-paved skull print on the back makes the otherwise basic streetwear style very chic and unique."

When asked what their parents think of her fashion statement, she says: "Who cares?"

Lin Qing, 55, has seen her daughter wearing a watch with a skull pattern. "I suppose it's fashionable with young people," she says. "I think it looks fine, as long as she likes it."

But not everyone finds the skull fashion drop-dead gorgeous.

"Some of my schoolmates wear T-shirts or caps with skull and crossbones and feel good about themselves," says college student Jenny Zhang, 20. "But to me, they just look stupid."

Still, she once was tempted to try on a skull scarf, only to be told by her boyfriend it was ugly. "He thinks girls should not wear skulls, which is not feminine at all," she adds.

The skull fashion goes back two years, when famous English designer Alexander McQueen created an exquisite scarf covered with skulls. Followed by designers like Thomas Wylde and Tiffany Alanas, the design soon became a fashion statement that had been tied, knotted, or slung over many Hollywood celebrities like Sienna Miller, Lindsay Lohan, Ashley Olesen, Nicole Richie and even the ladylike starlet Mischa Barton.

"Skull fashion isn't just a fad," says J. Huang, a visual merchandiser at US fashion chain Forever 21, calling himself a "fashionista." "It has always been a phenomenon among streetwear fashion lovers both in the US and Japan."

It isn't all about that "cheap and chic" stuff that people find in small stores along the streets either, he adds. Some skull-and-crossbones fashion can be unbelievably expensive.

For example, one of Huang's favorite brands, Mastermind, is a high-end menswear label from Japan targeting the well-heeled fashion customers. All products are made in limited quantity, emblazoned with the Mastermind Japan skull-and-crossbones logo.

They use super luxe materials such as sea island cotton and feature a simple palette of black and white. A plain Mastermind T-shirt has been sold for as much as 10,000 yuan in an Internet auction.

"Many people might think it is ridiculous to spend that much money on a T-shirt," says Huang, "but a quality T-shirt like that can be worn over the years. It never goes out of fashion."

A more affordable alternative is Cheap Monday, a Swedish denim manufacturer known for its skull logo with an upside-down cross. The brand's stylish jeans are sought all over the world for their classic high waist, tapered legs and reasonable price.

However, when it first hit the scene in 2004, Cheap Monday generated controversy over its logo use of an inverted cross on the skull's forehead.

Many outlets have banned sale of articles bearing the logo, citing an unacceptable "anti-establishment vibe."

Bjorn Atldax, designer of the logo, once told The Associated Press that it was an active statement against religion. "I'm not a Satanist myself, but I have a great dislike for organized religion," he said.

The designer said young consumers should consider the message that wars and death have been caused by religious intolerance and extremism.

Anyhow, it's easy to look drop-dead gorgeous for Halloween, or any time.

Panasonic mulls acquisition of Sanyo Electric

TOKYO, Nov. 1 (Xinhua) -- Panasonic Corp. is considering buying Sanyo Electric Co. by acquiring some of the preferred Sanyo shares that three major creditor institutions, including Goldman Sachs Group Inc. of the United States, now hold, Kyodo News Agency reported on Saturday.

Panasonic is expected to strike a basic agreement on the plan with Sumitomo Mitsui Banking Corp. and Daiwa Securities SMBC Co. as well as Goldman Sachs, possibly by the year's end, said Kyodo, quoting sources close to the acquisition.

Panasonic would secure a dominant global market share in the lithium-ion battery business and would obtain the photovoltaic cell business by acquiring Sanyo, it said.

The deal, if realized, would mark the first full-scale realignment of the Japanese electronics industry involving major companies.

In 2006, struggling electronics maker Sanyo issued preferred shares worth a total of 300 billion yen to the three financial institutions. If converted into common shares, the stock will represent about 70 percent of Sanyo's outstanding issues in terms of voting rights.

Buying the 70 percent share would cost Panasonic about 620 billion yen if calculated using the current Sanyo share price. Sanyo closed at 145 yen on the Tokyo Stock Exchange Friday, down 1yen from the previous day.

Combined group sales of Panasonic and Sanyo Electric totaled about 11.22 trillion yen in fiscal 2007, surpassing the 10.9 trillion yen industry leader Hitachi Ltd. logged the same fiscal year.

Panasonic changed its corporate name to the current one from Matsushita Electric Industrial Co. in October. The group has been looking for ways to promote merger and acquisition activities in abid to attain consolidated sales of 10 trillion yen in the 2009 business year.

China adopts flexible monetary policy to boost economy, cope with crisis

BEIJING, Oct. 31 (Xinhua) -- China's decision to cut interest rates on Thursday is part of its flexible monetary policy to cope with the world financial crisis and boost domestic economy, a central bank spokesman said on Friday.

Li Chao, spokesman of the People's Bank of China (PBOC) explained the government's cut in interest rates for the second time in one month.

On Wednesday, the PBOC announced to cut interest rates by 0.27 percentage points as of Oct. 30 to spur economic growth. The benchmark one-year deposit rate dropped to 3.60 percent from 3.87percent, while the benchmark one-year lending rate fall from 6.93 percent to 6.66 percent.

The previous cut was on Oct. 8, when the PBOC announced a lowering of deposit and lending rates by 0.27 percentage points and decided to cut the reserve-requirement ratio by 0.5 percentage points from Oct. 15.

Li said the move was in response to a spreading and worsening world financial crisis. "The severe crisis was beyond most people's expectations."

He said: "China's economy relies highly on external markets. It is very necessary for the country to adjust economic policy, including monetary policy, in a timely and flexible manner to reduce the negative impact to a minimum."

"Recently, China's exports have weakened as a result of weak world demand. Domestic export-oriented enterprises, especially those coastal based companies, face difficulties," he added.

The country's export value in the first three quarters was 1.07trillion dollars -- up 22.3 percent -- the growth rate was 4.8 percentage points lower, official figure showed.

"Meanwhile, the nation's inflation pressure has been eased," he said, adding the latest interest rate cut aims at maintaining the energy of China's economic growth.

China's gross domestic product (GDP) grew to 20.16 trillion yuan (2.96 trillion U.S. dollars) in the first three quarters of this year, up 9.9 percent from the same period of last year. The growth rate was 2.3 percentage points lower than the same period last year.

Consumer price index (CPI), the main gauge of inflation, rose 4.6 percent in September over the same period last year, off from the 12-year high of 8.7 percent in February.

When asked the reason why the government only reduced interest rates and left the reserve-requirement ratio unchanged in the latest move, Li said this is because liquidity of the country's bank is adequate.

Li said to cope with the international financial crisis and maintain sound and relatively fast national economic growth, the central bank has removed mandatory restriction on the commercial banks' loan plan.

He said that China has confidence that it can resist the world financial crisis, as the country has great potential in expanding its domestic demand, and the financial system is stable.

He called for cooperation between countries worldwide to cope with the crisis, and to carry out international financial system reform.

First-time city buyers to receive homes help in Shanghai

BEIJING, Nov. 1 -- Shanghahi yesterday revised the criteria for housing so more first-time home buyers can enjoy preferential mortgage policies to boost the local property market.

A flat in the city's Inner Ring Road with a total price of less than 2.45 million yuan (358,293 U.S. dollars) will be defined as normal housing if its floor space is smaller than 140 square meters, the Shanghai government said in a statement.

For a normal apartment sitting between the Inner Ring Road and the Outer Ring Road, the price cap will be 1.4 million yuan while that outside the Outer Ring Road will have a price limit of 980,000 yuan.

All so-called normal apartments should be smaller than 140 square meters each, the statement said.

First-time buyers of normal apartments will have their minimum downpayment cut to 20 percent from 30 percent and the floor mortgage rates will be lowered to 70 percent of the central bank's benchmark rate, down from 85 percent.

"The move is aimed at encouraging households to purchase apartments, especially smaller ones to achieve reasonable transaction prices," the statement said, noting the criteria would take effect today.

The city last unveiled definitions of normal housing in 2005. Instead of using the total price of an apartment as a yardstick, it used the price per square meter to gauge whether housing costs were considered normal.

Under the thresholds in 2005, a normal apartment within the Inner Ring Road was defined as one that cost less than 17,500 yuan per square meter and was smaller than 140 square meters.

Although the total price limits were unchanged from 2005 in all three categories, using the total price as a yardstick would make smaller apartments with high prices per square meter still be subject to preferential loan policies, analysts said.

For example, for an apartment within the Inner Ring Road that has a floor space of 100 square meters, the previous price limit was 17,500 yuan per square meter. Under the new rules, the cap price will be 2.45 million yuan in total, or 24,500 yuan a square meter.

"The new criteria will benefit purchasers of smaller apartments, said Cong Cheng, an official with the Shanghai Provident Fund Management Center.

First-time buyers of normal apartments can also have the interest rates on loans of varying maturities taken from the city's public housing fund slashed by 27 basis points. The upper limit for local household mortgage loans from the public housing fund will also be raised to 800,000 yuan from 600,000 yuan.

Shanghai's new policies are the implementation of China's stimulus package for the property market, which was unveiled last month.

Although Shanghai's housing prices have been rising in the past few years, they have shown signs of declining in recent months.

The average property price in Shanghai posted a month-on-month drop of 0.7 percent last month, compared with a 0.1 percent drop in the average price of 70 major cities in China, the National Development and Reform Commission said.

Brazilian mining giant to reduce production due to crisis

RIO DE JANEIRO, Oct. 31 (Xinhua) -- Brazilian mining giant Vale announced Friday a reduction of 30 million metric tons a year in its iron ore production starting from November as a result of the global financial crisis.

The company decided to suspend the production in some of its mines in the southern and southeastern regions due to a drop in demand, the company said.

According to the Vale's statement, those mines have a higher production cost and lower quality than the company's other mines.

Vale's iron ore mines are not the only one to suffer production cuts. Two pellet plants, accounting for some 20 percent of the company's total nominal capacity, will be shut down for maintenance from November this year.

The company also decided to suspend the activities of one of its aluminum smelters in southeastern Brazil.

Vale's manganese ore and ferroalloy operations in Brazil will be paralyzed from December 2008 to January 2009. A ferroalloy plant in Dunkerque, France will remain idle until April 2009, while the plant in Mo I Rana, Norway, will have its furnace maintenance extended until June 2009.

These changes will imply a production cut of 600,000 metric tons of manganese ore and 90,000 metric tons of ferroalloy.

U.S. media: Economy deals an election blow to GOP

WASHINGTON, Oct. 31 (Xinhua) -- A new U.S. Commerce Department report showed the economy contracted by 0.3 percent last quarter, and media reports Friday said it dealt another election blow to the ruling Republican Party.

The New York Times noted that the GDP data comes "less than a week before Americans go to the polls to select a president," offering "no comfort to the Republican nominee, Senator John McCain of Arizona."

It said "economic downturns have proved unkind to the incumbent party in elections."

The Wall Street Journal reports the data handed "Democrats a new political weapon in the days before Tuesday's presidential election."

The news "is a blow to... McCain as well as Republican congressional candidates," it said.

Columnist E.J. Dionne wrote in the Washington Post that "If Obama wins, his election would not simply be a non-ideological verdict against the status quo. It would be a clear repudiation of conservative economic ideas."

Nestle sets up second R&D center

BEIJING, Nov. 1 -- Despite the global economic slow-down and the impact of the recent tainted milk crisis, China will remain one of the fastest-growing markets with the biggest growth potential for Swiss food and beverage giant Nestle, senior company officials said on Friday.

"Nestle China's sales growth was still strong so far this year, partly due to the high standard products provided for China's market, which were attested with no melamine," Patrice Bula, Chairman and CEO of Nestle China said on Friday, adding that Nestle China is expected to see double-digit growth in its sales revenue this year.

The European food giant established a research and development (R&D) center in Zhongguancun Environmental Protection Park, a hi-tech industrial park in Beijing.

With approximately 70 million yuan of investment, the Beijing R&D Center will be a new branch of the company's global R&D network, which includes 24 centers. The Beijing center was the second one in China, after its Shanghai R&D center which was built in 2001.

"Food safety and quality will be the main focus of this new R&D Center," said Paul Bulcke, CEO of Nestle Worldwide. In addition, the Beijing R&D center will be the European food giant's largest technical center in Asia and the first overseas basic R&D Center.

"To better meet the growing demand for food safety and high-quality food products in the Chinese market, the Beijing R&D center will contribute to Nestle's 20 factories in the country, providing more technical products for local consumers," said Bulcke, adding that the center will strenghten Nestle's ongoing R&D efforts.

U.S. voters weigh local issues as Election Day draws near

LOS ANGELES, Oct. 31 (Xinhua) -- American voters are busy weighing local issues this weekend to decide their positions on many state ballot measures, as they prepare to vote Tuesday in the presidential election.

There are a total of 143 ballot measures collectively in 36 states this year, including 84 legislative referenda and 59 citizen initiatives, according to the National Conference of State Legislatures (NCSL), a non-governmental organization which provides information about state legislatures across the country.

For many voters, it would certainly be more difficult to decide yes or no over a long list of controversial local issues than to choose either the first African American President or the first female vice president in U.S. history.

In California, two controversial initiatives of the 12 state measures are drawing widespread attention.

Proposition 8 demands to amend the state's constitution to specify that only marriage between a man and a woman is legal in California. It was proposed to overturn a ruling by the state Supreme Court earlier this year to legalize same-sex marriage.

Groups for and against same-sex marriage have been strengthening their campaigning in recent weeks, spending millions of dollars donated from across the country on television, radio and newspaper ads to persuade voters.

In Florida and Arizona, voters will also meet measures about the legality of same-sex marriage on their ballots this year. California became the second state in the country, after Massachusetts, to legalize same-sex marriage in May when the court made the ruling.

Another controversial measure in California is Proposition 10, which allow the state to sell 5 billion dollars in bonds for various renewable energy and air-emissions reduction purposes. The measure is supported by companies promoting the use of natural-gas products, but strongly opposed by consumer rights groups.

Richard Holober, executive director of the Consumer Federation of California, said that the measure was poorly written and would distort the market in favor of natural-gas products.

"There's nothing in the proposition to require these dollars are used in California for the benefit of our air or our residents," he said.

Meanwhile, a Missouri measure would require utilities to produce 15 percent of their electricity from renewable resources by 2020 and Colorado voters would decide whether to increase taxes paid by the oil and gas industry for promoting renewable energy sources.

According to NCSL, Colorado leads all the states with 14 measures on the ballot in this year's election, followed by California and Oregon each with 12.

U.S. urges Czech parliament to approve missile defense base

PRAGUE, Oct. 31 (Xinhua) -- The U.S. Missile Defense Agency head, Henry A. Obering III, urged the Czech Parliament on Friday to approve the U.S. missile defense installation on Czech territory, saying a refusal would be very disappointing to the United States and NATO.

Lt. Gen. Obering said failure of this plan would be "a serious setback" and that the United States would still build its global missile shield and had a plan B in hand.

The Czech Parliament's lower chamber on Wednesday began debating an agreement on the missile defense installation near Prague.

The Czech government agreed to the deal but the agreement must also be approved by both houses of Parliament. The vote in the lower house is expected to be close.

Lebanese army unveils spy cell for Israeli Mossad

BEIRUT, Nov. 1 (Xinhua) -- The Lebanese army has discovered a spy cell working for Israeli secret service "Mossad" since 1980, As-Safier daily reported Saturday.

Two of the detainees admitted they were in collaboration with the "Mossad," the report said, adding that Lebanon's intelligence arrested the cell leader in a town in the Western Bekaa valley, after watching his moves between Lebanon and Syria.

Eyewitnesses in the town said that the security forces confiscated a four-wheel drive which installs a camera capable of taking clear pictures of faces and license plates.

Investigations revealed that the cell was monitoring sensitive security areas in Damascus, including Kfar Sous where senior Hezbollah officer Imad Mughniyeh was assassinated in a car bomb in February, the report said.

The investigations are aimed to find a link between the spying network and the assassination of Mughniyeh and others in Lebanon and Syria, said the report.

The daily also disclosed that the network was entrusted in the past decades with monitoring several security spots including Lebanese, Syrian and Palestinian positions in the Bekaa.

In 2004, a Palestinian woman and four others were indicted on charges of working with Israel to assassinate Hezbollah chief Hassan Nasrallah.

Study finds McCain gets more negative news coverage

WASHINGTON, Oct. 31 (Xinhua) -- U.S. Republican presidential nominee John McCain got much more negative news coverage than his Democratic opponent Barack Obama, according to a new study by Center for Media and Public Affairs (CMPA).

Since the general election campaign started in June, comments about Obama on the network evening news shows have been 65 percent positive, compared to only 36 percent positive comments about McCain, according to the study, which was released Friday.

In the presidential primaries in the first half of the year, Obama's news coverage was 62 percent positive on the broadcast networks.

By contrast, McCain's coverage during the primaries was only 34percent positive, almost the same as his general election coverage.

Despite a brief flurry of good press during the GOP convention, comments about Sarah Palin, McCain's running mate, have been only 42 percent positive.

The study also finds that network news coverage of this election is more substantive than in other recent presidential campaigns.

The coverage of policy issues and the candidates' records has outpaced "horse race" coverage of their poll standings and campaign strategies by 36 to 31 percent of all stories on the broadcast networks, for only the second time since 1988.

The CMPA is a nonprofit, nonpartisan research organization which is affiliated with George Mason University.

It has monitored news coverage of every presidential election since 1988.

Obama home city beefs up security for election night

WASHINGTON, Oct. 31 (Xinhua) -- Democratic presidential nominee Barack Obama's home city of Chicago is beefing up security before election night on Nov. 4.

Chicago Mayor Richard Daley told reporters Friday that a million people might show up for an election night rally for Obama in the downtown Grant Park, and said Secret Service will conduct security screenings.

"Everyone should be concerned, when you get a million people --that's a lot of people," he said.

The city has ordered all off-duty firefighters to bring helmets, breathing tanks and other gear home in case of any emergency on Nov. 4.

The Chicago Police Department has also canceled all days off for officers on election day next Tuesday.

Everyone will be working 12-hour shifts, police spokeswoman Monique Bond said.

The city also named a security veteran of the 2005 Chicago White Sox World Series games as the security coordinator for the Obama rally.

Last week, the Chicago government announced it was ready for 70,000 or more supporters to crowd Grant Park and the surrounding area, and said the event could cost at least 2 million dollars, which the Obama campaign quickly said it would underwrite.

Further details of the event have not been released, with officials particularly declining to discuss security issues.

Chinese kongfu already an international sport

SHIYAN, Central China, Oct. 31 (Xinhua) -- Even though the Chinese martial arts, or kungfu, failed to enter the Olympic program, it has become an international sport.

Some 2000 athletes from 69 countries and regions, including Britain, the United States, Poland, Russia and Greece, are competing in the 3rd World Traditional Wushu Championships, which opened in Wudang Mountain here on Friday.

The athletes, many of whom are students studying in China, all expressed their passion for this precious treasure of Chinese culture.

Pilli Sabrina of Italy, who began to learn Wudang Kungfu 10 years ago, has won many medals in China and Italy. She played Taiji sword in this Championships.

"Chinese martial arts are quite helpful to man's body and mind. Wudang Kungfu teaches me to make my heart more peaceful. I will persist in practising it in the future," she said.

Brazil's Paulo Hiroshi Sakanaka, 75, a retired physics teacher, has been practising Taijiquan (shadow boxing), a kind of Wudang wushu, for 15 years. He has become a teacher and has 50 students in Brazil.

He told Xinhua that he will compete in two events of Taijiquan and Taijijian (Taiji sword) in the championships.

"I love playing and teaching Taiji, for it's good to health and very beautiful when playing."

Japan's Miki Kakuta started his kungfu lesson of Changquan (long fist) and Jianshu (sword) four years ago and now she cannot live without it.

"When I was a child, I loved to watch Chinese kungfu movies, hoping to be a skilled kungfu player like Jackie Chan and Jet Li. Now I find that I truly love it for its charm," she said.

Federer withdraws from Paris Masters

PARIS, Oct. 31 (Xinhua) -- Swiss Roger Federer was on Friday forced out of his quarterfinal match against James Blake at the Paris Masters because of a back injury.

The second seed said on his Web site that his back has been stiff this week and felt worse when he woke up Friday, forcing him to pull out of the match.

The 11th-seeded Blake then gets a semifinal berth and will take on the winner of another match between No. 7 Andy Roddick or No. 13 Jo-Wilfried Tsonga.

Nadal, Federer quit Paris Masters

PARIS, Nov. 1 (Xinhua) -- World top two players Rafael Nadal and Roger Federer quit from the quarterfinals of the the Paris Masters due to injuries on Friday.

Nadal quit his showdown with world number six Nikolay Davydenko after losing the first set 6-1, while Federer withdrew with a backinjury a few hours before his match against American James Blake.

David Nalbandian and French hope Jo-Wilfried Tsonga won to keepup their chances of reaching the Masters Cup in Shanghai.

Eighth-seeded Nalbandian ended the 14-match winning streak of fourth-seeded Andy Murray 7-6 (7-3), 6-3, and Tsonga, the lowest surviving seed at 13th, thrilled the home crowd by outserving Andy Roddick 5-7, 6-4, 7-6 (7-5).

In Saturday's semifinals, defending champion Nalbandian meets 2006 champ Davydenko, and Blake will try to stop Tsonga from becoming the first French winner since Sebastien Grosjean in 2001.

Real Madrid's De la Red in hospital after fainting in Cup match

MADRID, Oct. 31 (Xinhua) -- Real Madrid's Spain international midfielder Ruben de la Red spent Thursday night in hospital in the town of Irun after passing out during the Copa del Rey game between Real Union and Real Madrid on Thursday night.

De la Red fell to the ground unconscious in the 18th minute of the game, which Madrid lost 3-2 against a side in the third tier of Spanish football.

He received attention on the pitch and was then taken quickly to the Hospital Comarcal in Irun, where he was diagnosed as having suffered a syncope, which is a loss of consciousness caused by a lack of blood traveling to the brain.

The player recovered consciousness and at one stage it was thought he would be able to fly back to Madrid with the rest of his companions. However, as a precaution De la Red was kept in hospital so that further tests could be carried out.

De la Red's loss of consciousness brought back memories of the tragic death of Sevilla defender Antonio Puerta last season. Puerta passed out on the field during the first game of the 2007-2008 season on August 25.

Although he walked off the field, he suffered a heart attack in the ambulance taking him to hospital and died three days later.

Following events in Irun, De la Red's long term playing career must now be in doubt.

In-form Malaga entertain Barcelona in Spanish Match Day nine

MADRID, Oct. 31 (Xinhua) -- Something has to give at the start of Match Day nine in Spain's Primera Liga when Barcelona visit Malaga's la Rosaleda Stadium on Saturday night.

Malaga had a dreadful start to the season, losing their first three games and they looked favorites for a fast return to the second division.

However, Malaga have won its last four matches and currently lay a respectable sixth in the Primera Liga. It will be a big test for a Barcelona side that is also on form. Six straight wins have taken Barca to second and striker Samuel Eto'o is currently the top scorer in La Liga following a 23 minute hat-trick against Almeria last Saturday.

Saturday also sees fourth placed Villarreal travel to play Athletic Club Bilbao. Villarreal needs to bounce back following a 5- 0 Cup humiliation away to third tier side Polideportivo Ejido, while Athletic needs points to climb out of the relegation zone.

League leader Valenciais at home to struggling Racing Santanderand will be optimistic of taking the three points to stay top of the table. Their only injury is David Silva, who still has a month before he fully recovers from an ankle injury.

Atletico Madrid also plays on Saturday night and will see the visit of an erratic Mallorca as the best way to end a run of four games without a win. Kun Aguero should return to Javier Aguirre's side.

Real Madrid plays on Sunday and following their Copa Del Rey reversal away to Real Union, Bernd Schuster's side will be at full strength for a difficult test in Almeria.

Ruud van Nistelrooy returns to lead the attack, but Ruben de la Red will be out after he lost consciousness during Thursday night's Cup match.

High flying Sevilla is away from home and they have a complicated trip to Valladolid. Sevilla is still without Freddy Kanoute but will have forward Luis Fabiano back to full fitness for what is always a tricky match.

Elsewhere Espanyol wants to stop a slide down the table against bottom side Osasuna. The arrival of Jose Antonio Camacho at Osasuna has still not inspired the team to their first win of the season. Betis will be without their best forward Edu Schmidt, who tore a hamstring muscle this week. They entertain Deportivo, a team that struggles to score goals.

Finally Sporting Gijon aim for their fourth successive home win against Numancia, while Recreativo Huelva need the points at home to Getafe if they are to climb out of the relegation zone.

Injured Toni to be sidelined for two games

BERLIN, Oct. 31 (Xinhua) -- Bayern's Italian star striker Luca Toni has now been ruled out for at least next two games, it was revealed on Friday.

It means the top scorer of last season's Bundesliga has to miss next week's visit to Italy for a UEFA encounter with his old club AC Firenze.

"The healing process hasn't been as quick as we initially hoped," said Bayern coach Juergen Klinsmann.

"Luca Toni will definitely be out for our next two games against Bielefeld and in Floorence," he added.

The club medical staff are giving him intensive treatment.

"We hope to have him back in the side soon," says Klinsmann.

Toni suffered a painful injury to his ribs and also tore a stomach muscle in his last game for the club on Oct.18 in the team' s Bundesliga win over Karlsruhe.
